Cannot scroll initial browser display #272

Describe the bug The browser display is unscrollable

To Reproduce Steps to reproduce the behavior:

  1. mill vizier.run

Expected behavior Ability to scroll throw list of test cases (which are broken). Also expect ability to open new project; however there is no obvious way to do this. This behavior upon startup occurred only after I attempted running the test cases.
