Add docker configuration #127

Because I am having problems most likely due to the .NET version based on some precursory analysis done on #117, I believe it would be best to have this in a docker container so that system requirements do not cause any issues.

It appears that the .NET version for this is pretty low. I wouldn't be surprised if this needs to be compiled using something like 4.8.

Until I can get to that issue and update the dotnet version, I need to have some way to consistently generate the exe for this.
