Packaging the VsCode Extension #11

To date the VsCode extension runs solely in its "Extension Debugger".

Our multi (npm) package setup has not worked with their vsce packager, at least out of the box: https://code.visualstudio.com/api/working-with-extensions/publishing-extension

The issue: make it work.

Working as of 59022a3, and now being done in CI.
