Mapping from tags to events #175

Similar to tag mapping, but allow mapping Nico tags to VocaDB events. For example, Miku's birthday tag on Nico could be mapped to matching event on VocaDB, so when a song with that tag is added, the song gets the event.

Can the current tag mapping feature be used? Or would it be enough to do the mapping based on name only (Nico tag mapped to identically named VocaDB event)?
