Avoidance of AI generated songs / prompt vocal songs

Currently, there is a tag for AI generated music and Suno AI and a list of artists to avoid related to that on the wiki. To further prevent such artists and song entries, the following can be done:

• Warning on song creation page when the song has the associated Nico Douga tags (e.g. https://www.nicovideo.jp/tag/Suno and https://www.nicovideo.jp/tag/Suno_AI and https://www.nicovideo.jp/tag/Suno%20AI)
• Warning on the song creation page if the artist entry and its song entries have the associated VocaDB tags: AI generated music and Suno AI
• Warning on the song creation page if the artist is on the "Forbidden artists" wiki page (by either comparing the name or the embedded link on the wiki page)
