IPA generation #9

I know we've talked about this but just opening an issue so we could track progress

you mentioned English is ready but hopefully the more languages the better

not sure about how it's done but there are these two "styles" of IPA (don't know how to call it). Preferrably this official one would be better

Added the Epitran service which offers IPA on many more languages.
