Hitching Post Tribe Limit #18

At first I thought there was an issue with my Header, but we tried something else that worked fine.

Anyway, seems the Hitching Post Tribe limit doesn't work. I've set it to restrict a tribe to 4 hitching posts but I am able to place 5 or more.

Hello! I've been able to reproduce the issue, but only partially: I have been able to place more hitching post than configured, but at some point got the correct error message and got prevented to place more. I'll need further testing.
