This is a rough draft. Just posting it here to save it.

Players gain reputation from

Voting
Playtime
Donating
Helping other players

General

/votemute should be accessible to all players
Anyone that vote's to mute someone who is subsequently muted gets experience points
Players receive reputation for playtime and helping other players
Players with more reputation have more weight when it comes to /votemute

Demotion

Staff members who aren't online for over a month will be automatically demoted
