MercWMouth quite often spams rooms, even tho room owners told him to stfu. This is well documented in #171 and #145 e.g.
As such, room owners should be able to timeout mods. If necessary, a mod could unmute themself, but doing so for spam (instead of official business) should cause sanctions.
