Timeouts do not prevent uploads #236

We determined (by experiments) that users who are timed out can still upload, defeating a lot of the purpose of timeouts. Liquid was able to still upload after timing him out.

STR:

Time out a white/green in your room
Have white/green try to chat
Have white/green upload another file

Expected:

White/green should not be able to chat
White/green should not be able to upload

Actual:

White/green cannot chat (❤️)
White/green can still upload files (😭 💩)
