Most of the functionality is there, but all the pieces need to be combined and tested.

Module discovery (loading them into the service container along with configuration parameters)
Automatic event registration for enabled modules
Include file rebuilding (or application rebuilding for the full compiled version, which might come later)
A Manage Modules window that allows enabling, disabling, and eventually configuration of each module

This should be working in the latest development code! It will be in the next major release of Launchpad as well.
