Adds a parameter to the OpenVR statistics module showing whether the SteamVR dashboard is open or not.

Added IsDashboardVisible() to OVRHelper
Added DashboardOpen to OVRSystem
Added Dashboard parameter to OpenVRStatisticsModule

I won't be pulling this as I'm not adding new things to V1 at the moment that aren't critical bug fixes. I'll happily add this to V2, however.
