Does Azure Managed Grafana support the Dynamic Text plug-in? #204

When I attempt to install it, there's a message that says "You do not have permission to INSTALL this plugin.", even though I am owner of the Azure Managed Grafana instance.

@lesair You need to be Grafana Server Admin to be able to install plugins. See https://grafana.com/docs/grafana/latest/manage-users/#server for information about Grafana Server Admin.

It does not mean you are the Grafana Server Admin if you are an owner of the instance.

I have the "Admin" role, but I think in order to manage plug-ins I need to be a Grafana organization administrator. That's something owned by Azure in Azure Managed Grafana.
