Add ability to change time scale for output data. #16

Allow users to perform analysis on different time scales other than 1 year. This would allow users to not have to download full years of data, perform smaller analysis, and produce project level inputs for MOVEs, rather than just county level inputs.

Add date range select to GUI.

Applicable to all processes and steps.

error checking to let users know if the date range they selected does not line up with NPMRDS data (if date range is outside of NPMRDS data range, stop running and issue an error)

Decide what to do when time period selection spans two years.
