Combine Process 2 and 3 #17

There is really no reason to have processes 2 and 3 be separate. We should be able to create all MOVES inputs in one process. This will make it easier for users

Testing Run through a couple counties all the way, and make sure process2/3 outputs still work in MOVES. Verify that process 2 and 3 outputs before the change match the outputs after the change.

This issue is not applicable anymore, we want to keep these processes separate.
