Tier 1 data completeness #18

When a link has a Tier 1 match there may be large fluctuations in the classification data over the course of the year because:

  1. The TMAS station has incomplete data for part of the year, or
  2. There is actually a mix of Tier 1 and Tier 3/4 classification data over different hours of the year on a single TMC.

If user feedback identifies this as an important issue, we should figure out if we need to implement QA/QC procedure to reject Tier 1/2 matches (and go to Tier 3/4 matches) if classification data is not available for the full year. We want to avoid issues where a truck percent could dramatically shift from one hour to the next because of mixing data or incomplete data.

This issue was originally discovered in Cambridge Systematics truck bottleneck research that used the DANA tool. They said: "For the I-5 segments with questionable data, we found that the hourly volume distributions for November looked reasonable. All of the other months looked off, for the entire 24 hour period, not just hourly anomalies. So we are going to use the % volumes for November for those segments. For the other segments we will take an average of all the months."
