Deal with Sparse Speed Data from NPMRDS #25

For some links in some areas, there is very sparse speed data for trucks, cars, or all. This may affect follow on analysis or producing MOVES Speed inputs. There may be many ways to deal with this issue.

High priority for version 2.1

Test a few different options (fill with average, median, drop those rows, harmonic averaging, etc.) Determine how results change with different options.

In priority order: Used NPMRDS average speed, then reference speed, then average for dow and hour of day for fclass and urban rural, then a national average value for fclass and urban rural class.
