The design of this feature changed slightly during development. The half tiers were implemented as described above, but only are used if there exists at least 3 months of data to include in the annual average for a particular TMAS counting station. If there is less than 3 months of data, the annual average values for that station are dropped and the next tier level data is used for the relevant NPMRDS link instead of the "half tier."
Include an averaging tier 1.5, and 2.5:
Tier 1.5 would match for the correct link, but across the whole year, such that the link's annual average hourly volumes would be applied when the exact month and day type are not available from the TMAS data. Tier 2.5 would match for the correct roadway in the subject county but apply the annual average hourly volumes when the exact month and day type are not available from the TMAS data. Tier 3.5 would match for the correct F_System type in the subject state, but would apply the annual average hourly volumes when the exact month and day type are not available from the TMAS data.
