Improve Process 00 to better match HPMS links and include AK and HI #39
This feature adds Alaska and Hawaii to step ) of the DANA tool data processing functions. Process 0 turns fixed width TMAS classification data from all US states into comma separated value formats, groups and sums up total volumes to day and link level, and classifies the vehicles to their equivalent HPMS vehicle types or TNM noise vehicle types. The improvements mean that more TMAS counting stations will be matched with the appropriate identifying columns in the HPMS data, namely the FIPS county code, the urban area code, the functional system, the road sign and road number. This should increase the number of Tier 1 matches that result in process 1 of the DANA tool functions.
