TMC Selection improvements for TNMAide Integration in V2.1 #42

This issue tracks improvements to TMC Selection interface as they relate to the TNMAide integration in DANA tool V2.1.

My understanding from our 11-9-22 call is that this revised TMC selection tool in v 2.1 will include a map interface that allows for the selection of the two TMCs to use in the new TNMAide tab. This will eliminate the need to use the RITIS website to visualize the selected TMCs (be sure to revise user guide). The dropdowns for County, Specific Road, and Specific Direction will be maintained to help filter the initial set of TMCs in the TMC config file.

Future versions could use the TMC selection tool for a project-level air quality module and have more advanced selection capability such as selecting all TMCs within a square that you draw on the map.

Map interface implemented, users can now map TMCs and obtain TMC ids from the GUI interface instead of using CSV output files
