The Database for Air Quality and Noise Analysis (DANA) Tool provides traffic-related inputs to the Motor Vehicle Emission Simulator (MOVES) vehicle emissions model and the Traffic Noise Model (TNM).
Look into matching tiers 2 and 3 based on closest TMAS counting station instead of averages from multiple stations, based on specific conditions. This would likely solve some of the discontinuity issues and make the averages more accurate to the location of each TMC.
