Look into imposing minimum number of months when selecting tiers #45
When the half tier feature was implemented in November 2022 we noticed that it did not completely solve discontinuities in the vehicle type distributions when looking at the numbers over 12 months. We briefly considered imposing a 3 month minimum data requirement to pick a tier before going down to the lower tier, but decided at the time that it didn't help reduce discontinuities as much as expected. This issue was opened to explore the idea of a minimum number of months for a future version. Perhaps look at imposing a requirement for 3, 6, 9, or 12 months of TMAS data when selecting a tier. Run these options with a few sample TMCs to see if it reduces discontinuities. The goals for the tier selection routine are:
As close as possible to the actual location
Represent seasonal shifts as much as possible
Avoid discontinuities
Note that there is another issue open to try location based methods of avoiding discontinuities.
