We lose some detail in the MOVES analysis because the production of MOVES VMT inputs aggregates VMT information up to roadway type id level too early in the process. We need to look into this to make sure we are not losing detail in any of the analysis steps or resulting MOVES analysis, and if things should be disaggregated for more of the process until the very last step.

Simple end to end test with all test cases, compare MOVES inputs before and after

Tested and determined results are identical regardless of where the aggregation occurs. No further action needed on this issue. Code will remain the same.
