TNMAide Bug with Future Year LDEN #60

It looks like the LDEN for future year is not being computed correctly. When you double the AADT, but keep the traffic split the same, the LDEN increase by an amount other than 3 dB.

Looks like this is just a user confusion on what data are being used. I think what happened, was that we entered LDN traffic distributions then hit "Calculate with LDN Distributions" so it got the LDN right, but the inferred LDEN did not match what we were expecting since it split the N into E and N. Should probably only compute each metric if the table is explicitly filled in.
