issue #96 title link aware of variables and time range #134

Hello. We are in the same situation as described in https://github.com/Vonage/Grafana_Status_panel/issues/96. This would be the complete solution for it.

Our code generates the panel title link (ctrl.uri) in the same way as grafana generates detail link URL (linkSrv.getPanelLinkAnchorInfo())
