Add option to make panel disabled by a certain metric
Add option to add annotation on the top right of a panel by a certain metric

Please update the readme file with documentation for the new features you added.

Please also compile the project after changing the README file, since a version of it has to be present in the dist folder. This is a Grafana requirement.
