Currently, we have two interpretations of this variable:

It is interpreted as a URL to the upstream repo file for existing el users.

For newly added Debian/Ubuntu, it is interpreted as a Debian repo definition record.

We can use the baseurl format in repo_upstream and unify this parameter.
