Changes cycle_time for parts fan #50

Changes the cycle_time value for the parts fan to 0.010 which is the default value. The previous value of 0.001 would not work reliably with some fans.

I had this problem with my part cooling fan also. Would it make sense to just remove the entry entirely? None of the other fans have this set.

@dubjay2k thanks for the catch, this was fixed on the other configs a while ago but I didn't realize the V0 config still had the error! We'll get it merged here shortly.
