fix weapon master talent, buff the baseline. #159

The weapon master was regenerating the wrong ammo indices. This PR should fix that, addressing #149. The baseline time for regen was changed from 30s to 15s, and -2s/level, making it significantly more useful at earlier levels of the talent.
