Feature/rename locations

• updated non-census compliant county names with compliant one.
• added two files for one time use only
  • rename_counties.sh
  • fix_big_file_columns.r
• I'm tentatively saying that this is good for using to build the database
  • However... this will still need testing at the end

aack! This wasn't supposed to be merged into main... it was supposed to be merged into sqlalchemy.

Can you revert?
