Effects panel #12

We have the Master Shader mostly finished (except for blur), but there is no way yet of adding it to clips and changing the settings of the effect in the effects panel.

Added the shader to the project, only thing needed now is to make it so we can change the parameters. The timed system for animations will be for later.
