Project settings menu #68

Goes hand in hand with #67

Typed most of the system out how this would work in #67 Looking forward to working on this system. Making the settings menu a standalone application will allow users to change settings without having to open the project or editor. This would be helpful in case people messed up a setting which causes crashes.
