Maybe once we have a definition of control we can specialize it for self-control and then equate that with "free will".

Interesting to compare the Vulcan agent model with the one presented in Principia Cybernetica...

It seems the Vulcan Agent is equivalent to the PC Controller because it contains the representation. What would the PC Agent correspond to in our model?
