Stawman: a culture is a set of related beliefs (including preferences).

All agents that hold all beliefs in a culture are members of the culture by definition.

Corollary: the size of the culture (beliefs) is inversely proportional to the size of the culture (members). We'll need to come up with labels to distinguish the two sizes.
