Curator's notes are saved in localStorage #1066

When a curator saves "Notes", it should be saved in localStorage

@andymeneely in anticipation of updating the wizard to support multiple curations at a time, should the notes be scoped to the individual curation? or will they be global notes that will be available to the user regardless of their current curation?

Let's do global notes. I might make a note about the project in general that doesn't fit into either one, for example
