GH Actions for vulnerabilities PRs comment bot

Motivation

I was playing with this last fall and it almost worked but I pulled it at the last minute. Using GH Actions, I'd like to post useful details about how to fix your YML - essentially the output from the unit tests.

• [ ] Post a comment when the build runs with everything that they need to do.
• [ ] Update when rebuilt
• [ ] Fail nicely - if it doesn't work the build shouldn't fail
