Mobile Scalability- Vippy, Name, and Light/Dark Toggle Disappear too soon

Describe the bug As the window shrinks horizontally, there is a point where both the vippy logo and the text "Vulnerability History Project" disappear The Theme toggle switch also disappears

To Reproduce Steps to reproduce the behavior:

1. Load page with a window size larger than 718px
2. Shrink size of window to something between 717px and 640px

Expected behavior Vippy, VHP text, and toggle switch should be present until the navigation switches into hamburger mode Screenshots
