Motivation

For #911 and #990, we want to show a small vulnerability "card" to visually summarize it

Details

Make it match these mockups:

Place the tag icons along the side. Only the top 6 icons.
Order them by "importance", largest first
Place the "short" description there
Clicking the whole thing takes you to that vulnerability's page
Hovering over it makes it a little bit bigger (CSS transforms)
If it has a nickname, put that as the title and the CVE as the subtitle, otherwise, put the CVE as the title.
Hovering over the tags give you display name of that tag
Build this in JS asynchronously, making a call to /api/vulnerabilities and populating once you get the result
Put the code in the global JS to be used everywhere
The only input to the method is an ID to a div tag that needs to be populated.
