Shuttles constantly spam the General Channel

Brief description of the issue

Yesterday, I was told by a number of community members that the messages docking/arriving shuttles make overwhelms the general channel. We suggested a number of ideas, there was the idea to remove some of the messages entirely or set them to a specific job. I however came to the conclusion that the best way to fix this would be to create an entirely new channel off the general encryption key.
