When the user creates more than 1 truth or dare within 2 minutes, Silently fail and notify the user instead of throwing a global error

The 2-minute rule is already there. It was added to prevent spam.

At the time, There was a handful of servers submitting more than a dozen truths/dares in less than a minute. Most of them were nonsense that we had to ban.

The moderation team could not keep up with the volume of submissions.

When i implemented this limit, I set it to send an error to my error log every time someone triggers it.

I don't need to see this message anymore, So this issue is just to remove that particular message from my error log (the existing anti-spam function will remain in place)
