SO THAT I can more easily create issues and pull requests to maintain the bot

Acceptance Criteria

AS a bot maintainer GIVEN I want to create a new issue WHEN I click the new issue button THEN I will be given a template to use

AS a bot maintainer GIVEN I want to create a new pull request WHEN I click on the new pull request button THEN I will be given a template to use
