AS a server moderator, I want to be able to add an audit to a user who might not be a member currently

SO THAT if they leave I can still add action against them in a note to other moderators

Acceptance Criteria

AS a server moderator GIVEN I want to note an audit to a user AND the user has left and no longer a member of the server WHEN I run /audits manual THEN I can add an audit to the database with a manual target
