AS a moderator, I want the ability to add an evidence link to a moderation action #456

SO THAT I can keep evidence of something if I need to audit it in the future

Acceptance Criteria

GIVEN I am a moderator WHEN I run a moderation action (kick, timeout, ban, warn) THEN I will be able to add an optional parameter for evidence

GIVEN I am a moderator WHEN I run /audits view on an audit with a supplies piece of evidence THEN I will see the link to the piece of evidence

Subtasks

[ ] Update database
[ ] Add parameter to mod action commands
[ ] Add field to audits command

Can we also upload images directly maybe? That I think would be a nice thing to be able to do
