Added a german translation and a script to (re)enable the services more easily #290

I added a german translation of the README.md and linked both versions. (I would like people to start creating more translations, so that everyone can understand the readme in their own language.)

Also I made a script which reverses the disable-services.ps1 due to the issue #279 (link to the exact message) to make the (re)enable process more easily, when someone runs into some issues.

While I appreciate the effort you put into this, I am not going to merge or maintain a translation. If you feel like there is value to it, I'd rather have you maintain a translated fork of this repository. If you want I can link to it in the README.

Please note that the target audience of this project are system administrators who know what they are doing. Not the average Joe that just wants to make their computer go faster. As such, I'd expect the reader to understand the level of English that is used here. At least for the people where German would be a potential alternative.
