Update combine_data.py #69

I have updated the function for reading UVigo data because after updating the results for the Scotland case, all the UVigo files have the same name for the tree cases.

Looks great. I did had to make some small changes to make it work (e.g. test_data_pakistan is now called test_data).

I have added the changes to the test file, so it should be okay now (moreover I added one line that executes the testing function, but feel free to remove that).
