Deploy IRC "the lounge" for WASHNote IRC access

Some options:

Setup https://thelounge.chat/ on a VPS and then have https://irc.washnote.com point to it and you'll have an easy and usable IRC connection for yourself and anyone who needs to use it from WASHNote side. If you're already paying for a server, then this will cost you nothing more than you pay. (I can do this if you give me access to your VPS hosting and DNS).
You can pay https://www.irccloud.com for yourself. Downside might be later on, if we need others to work with us via IRC, they'll have to set up their own access. Could potentially be easier for you right now. I haven't used it before but someone recommended it.

In the meantime, Nick creates an irccloud account and gets in there.

Given that @nickdickinson is already on IRC, I'm gonna push this onto the backlog.

We'll get to the infrastructure bit when we need it.
