Add batch "Compute Grid" sample #139

Hopefully the README is an OK introduction.

I know it could still use some polish. I figured I'd stop there and see what you think first, though.

I see the HW sample has a thorough discussion of ICP integration. Not sure if we'd try to do that with all the samples or if maybe we don't need one for this sample.

For this sample I didn't try too hard to optimize it.. but I did try to break apart the config into small chunks that (arguably) would end up with the stuff most likely to change at the bottom. Someone could approach things differently and that would no longer be true.. but this is an attempt at constructing a fine-grained config with a lot of layers, such that maybe you'd get some hits in the cache if you built several variants of this.

And if this just looks too big (too many steps), the first step would be to cut out the part using Health Center.
