Create UBI based images #167

We should create tWAS base images that use Red Hat's UBI (Universal Base Image) as the OS. This will allow customers that were previously building their own RHEL-based image to use our pre-built images.

I have added the build support for the Dockerfile.ubi file that @gmarcy delivered. Development drivers for UBI are now available internally, and should be shipped with the next tWAS version.
