Update the license files in CASE #664

Update the license files in CASE to include licenses listed at https://www.ibm.com/docs/en/was-liberty/base?topic=installation-viewing-license-information:

Britney Hawkins provides the tWAS Licenses Marylin Lincoln provides the CP4Apps Licenses

@malincoln I couldn't locate the above license files in the folder we used last time: https://ibm.ent.box.com/folder/263704413464

Could you please add the relevant license files to above folder or point us where to get them from? Thank you
