Create Image/Video Portal modal #19

Create the modal for displaying posted images/videos as specified in the Wiki. This modal should show all of the appropriate videos based on where it is pulled up (ex. if it's a weekly task or it's a Family Fight). How Pagination should be accomplished (ex. either discrete pages or infinite scroll) is up to the implementer.
